NAPE Releases Public Sector Ratification Vote Results
ST. JOHN’S, NL – Voting for public sector workers in 21 bargaining units of the Newfoundland and Labrador Association of Public and Private Employees (NAPE) has concluded. Voting took place from September 21 to October 1 online and by phone.
Overall, 72% of members voted in favour of the agreements.

18 of the bargaining units have voted in favour of ratifying the contract extension.
NAPE will meet with the bargaining teams for Air Services, Marine Services, and Correctional Officers in the immediate future to assess the situation as it relates to those bargaining units and plan the next steps.
Overall, the package consists of an 8% increase over four years, a $2000 recognition bonus (prorated), and substantial language improvements, including, but not limited to:
- Gender-neutral language
- Sick note language improvements
- Maternity / adoption / parental leave provisions (52 to 78 weeks)
- Public health emergency language
- Public Private Partnership (P3) job security provisions
- Bereavement Leave language
- Improvements to protective clothing and uniform allowance changes
- Statutory holiday replacement
- Health insurance for temporary employees
- Universal ‘no discrimination’ language
- Family violence leave
- Travel on employer’s business insurance coverage language
- Meal per diem increase (20%)
- Kilometre rate reimbursement adjustment changes
- Remote work/telework letter
- Recruitment and retention committee
There were no changes to pensions or other post-retirement employee benefits (ie. health and dental plan for retired workers).

Each agreement has universal changes that apply to every contract regardless of bargaining unit. As well, some changes / improvements are specific and applicable to specific bargaining units.
