COmponent Negotiating convention

Component Conventions are prior to the expiry date of your contract, and are an essential part of the negotiating process. At a Local union meeting members will be asked to suggest changes they would like to see made to the contract. During this meeting, members will also elect delegates to the Component Negotiating Convention. 

If the bargaining unit is large, the suggestions for the next contract will be presented at the Component Negotiating Convention as resolutions, then debated, and then either passed or rejected. Your bargaining unit’s negotiating team will be elected from, and by, the delegates to your Negotiating Convention.

What is a component negotiating convention?

Component Conventions are a critical aspect to the bargaining process and offer an opportunity for the Local representatives to meet, discuss, and vote on resolutions sent by members regarding the collective agreement. The Component Conventions bring together members from across the province to discuss the upcoming bargaining and strategize for success. Additionally, these conventions will provide relevant training, guest speakers, and educational sessions for members to ensure our union is in the best possible position for collective bargaining.

Article V. B. in our Constitution directs that Component Conventions must be held within 18 months but not less and three months before the Component’s contract is due to expire. Therefore, the Public Sector Component Conventions will be held in October of 2025.

How are delegates chosen

If you would like to attend a Component Convention, you need to be chosen by members in your Local.

You must attend a local meeting where delegates are being chosen.

Your Local will have a certain number of delegates that are based on the size of the membership. Put your name forward for consideration, the local will vote, and if successful you will be attending on behalf of your Local.

 

Timelines to Consider

  • Regular Component Conventions of the Union are to be held within 18 months but not less than three months before the Components contract is due to expire.
  • The President will give notice of the date for Conventions, in writing, to Locals at least 180 days prior to Convention.
  • Once resolutions have been voted on at a regular Local meeting, all resolutions for submission must be sent to NAPE at least 60 days prior to Convention start date.
  • Each Local will mail back delegate credentials to NAPE at least 60 days before the Convention that the delegate is attending.
  • Copies of all resolutions to be submitted at Convention shall be forwarded to the appropriate locals at least 30 days prior to Convention.

How to get a resolution considered

If you have a proposal that you would like to be considered by the resolution committee, you must take the following steps:

1) Put in your draft in resolutions form and present at the Local meeting, your Local office can help you with this process if you are seeking guidance.

2) If passed at the Local level, it will go to the Resolutions Committee at the Component Convention.

3) The Resolutions Committee will discuss, and make a recommendation.

4) Resolution will be voted on at the Component Convention by the component members in attendance.

Other Elections

At the Component Negotiating Convention there will be delegates and alternates nominated and elected for the upcoming Canadian Labour Congress Convention, NL Federation of Labour Conventions, and the National Union of Public and Government Employees Convention.

 

SAMPLE RESOLUTIONS

In order to have your resolutions considered at the Component Negotiating Convention, they must be submitted to your Local to be voted on at a meeting.
